A Harmonized Geospatial Dataset of U.S. Transmission Lines: Linking FERC Form 1 and HIFLD, 1994-2024
The United States high-voltage transmission network is described by two major public data sources that have never been systematically linked at the line level: FERC Form~1, which reports annual financial, cost, and engineering attributes for individual transmission lines, and the EIA/HIFLD Electric Power Transmission Lines layer, which provides geospatial line geometry. Here we present a harmonized, analysis-ready dataset that links these sources for individual transmission lines.
We parsed 31 years (1994-2024) of FERC Form~1 filings from legacy DBF and modern XBRL formats, standardized utility names, substation endpoints, voltages, lengths, and costs, and processed the EIA/HIFLD geospatial layer into per-line records. A blocking-and-scoring record-linkage procedure matched FERC records to EIA geometries using substation-name similarity, line length, and voltage. Matched records were enriched with conductor physical and electrical specifications and support-structure categories. The resulting dataset comprises 13,084 matched line-year records across 49 states and 171 utilities, each combining reported costs, engineering attributes, and geo-referenced geometry, supporting grid-cost modeling, infrastructure planning, and reliability research.
